Chronicles of Muscular City

Muscular City is a coastal town where you can't turn a corner without running into a gay character, and the game gives you two ways to work through it. New Guy Mode drops you in as a fresh arrival building a life from nothing; Story Mode drops the single-protagonist pretense entirely and hands the perspective to whichever character actually matters to the scene in front of you.

That second mode is the more interesting choice. Instead of forcing one guy to nose into every subplot in the city just to keep the player informed, the narrative jumps between people as needed, which keeps things from feeling contrived.

Choices exist throughout, but they're framed as a way to express how you'd react rather than a minefield that can quietly ruin a run and send you back to the start. It's all text, so there's no animation to speak of and no pretense of it.
