Lex is broke, ambitious, and done pretending to be a hero, which is why he's plotting to wipe out superheroes and crown himself king of whatever's left. World domination isn't cheap, so when Roulette pitches a "meta-bordello," Lex sees the funding solution immediately: convince enough heroines, henchwomen, and villainesses to work the floor, skim a fat cut off the top, and let the money do the plotting for him.

The setup gives Lex a reason to run a brothel like a business, recruiting talent, growing the operation, and leaning on whatever leverage gets a reluctant heroine to sign on. Every hire is a step toward bankrolling the actual plan: taking down the heroes, the heroines, and the other wannabe conquerors standing between Lex and the throne.

Played from the management side, you're building up the roster and the bordello's reach rather than just clicking through set scenes, with Lex's endgame of supremacy hanging over the day-to-day grind of convincing, coercing, and cashing in on his new workforce.
