You move through the village and its fights in a sandbox structure, picking up story beats and combat encounters at your own pace rather than following a strict linear script. Progress ties back to Mio's transformation as much as to any jutsu, and the parody framing keeps the tone somewhere between shonen homage and something considerably less wholesome.
