Beneath Devon's gilded streets, gold gets piled on top of corpses, and nobody bothers to hide it well. Superpowers exist here, but only a handful of people have them, and most use that power to take what they want.

The city runs on contradiction: private corporations handle security because the government gave up trying, and that vacuum filled with vigilantes who aren't especially interested in justice. The state kept one card back, a secret police force of superhumans called the Bounty Hunters, meaner and stronger than anything else on the street. You play a man trying to figure out who's worth trusting in a place built to make that impossible, while the companions around you push their own agendas and steer the story with you.

Choices with those companions bend how things play out, and the game backs that up with a chat system, a characters screen, and a terminal you can dig through between story beats. It's less about picking a side than deciding how long you're willing to burn before the city decides for you.
